Country priority themes and focus areas

Please note that there are priority themes and focus areas for each country. Proposals need to focus on those themes and areas to be eligible for funding.

For the call in 2023, please take into account the following recommendations:

  • Project proposals showing to be complementary to what has been developed in a specific country during the entire OKP period, are preferred.
  • When assessing and selecting proposals, a good balance is taken into account regarding the distribution over priority areas as indicated per country in the Country Focus document.
  • Applications for a training in which different local consortium partners collaborate, building on what has been achieved within OKP so far, are looked at favourably.

What is a Tailor-Made Training Plus

The Orange Knowledge Programme Tailor-Made Training Plus is meant to improve the overall functioning of an organisation sustainably by training a selected group of staff. Tailor-Made Training Plus contributes to knowledge and skills development of staff, by specifically targeting their capacity needs. Tailor-Made Training Plus can also be set up to train professionals who have a common training need, but who are not staff members of the same organisation. Tailor-Made Training Plus must be conducted by a Dutch training provider. Please more on the differences between a TMT and a TMT+ on the page for group training.



An organisation from an Orange Knowledge Programme partner country and a Dutch training provider must jointly formulate a training proposal. The joint proposal must be submitted by a Dutch training provider, potentially on behalf of a providing consortium.

Who can submit a proposal?

Dutch institutions for secondary or higher vocational or academic education or other types of organisations that provide training courses, together with (a) requesting organization(s) from an OKP partner country, such as education and training institutions, Government Organisations, Non-Governmental Organisations (NGO's) and Small and Medium Enterprises (SME's).

Available funding

The available funding for this deadline is € 6 million. The maximum subsidy is € 200,000 per Tailor-Made Training plus.

For this round, the aim is to grant at least one TMT plus for each participating partner country.

Co-funding for LMIC and UMIC countries

The Orange Knowledge Programme is a co-funding programme. This means that a contribution (a percentage of the total costs involved) from the requesting organisation in the OKP country is compulsory for Lower Middle-Income Countries and Upper Middle-Income Countries (DAC list of ODA recipients). Co-funding may involve public, private and/or own funds. If co-funding is required, at least 50% of the required co-funding must come from local funding in the partner country. If co-funding is not required, partners are still encouraged to include co-funding. Integration of co-funding in the breakdown of budgets will be one of the assessment criteria in the selection of applications.



Please note that the leniency measures concerning co-funding that were introduced due to the Covid-19 pandemic are not valid for this call. The required co-funding percentage as mentioned in the Country Focus Document is the definite minimum.

Timeframe

A Tailor-Made Training plus in this call has a maximum duration of 14 months. For this call all projects will start in or after June 2023 and must end before or on August 31 2024. Budget-neutral extensions are not possible.

Required documents

A proposal for Tailor-Made Training plus consists of 4 types of documents, 3 of which are to be prepared in the prescribed Nuffic formats: a joint proposal form, a budget form and a Checklist Organisational Capacity Assessment 'COCA' (obligatory only for the Dutch providing organisation). Next to these, please add the CVs of all proposed experts to your proposal as well (there is no prescribed format for these).

Submitting your application in 'Delta'

All TMT plus proposals have to be submitted via our online application 'Delta'. We have prepared a manual (384.94 kB) (384.94 kB) to guide you through the application process.

Once you have collected and completed all required documents, please submit your joint proposal. We advise you to not leave submitting your proposal to the day of the deadline. Please note: proposals sent by email will not be accepted by Nuffic.

Apply your proposal here in Delta

TIP: before you apply in Delta, make sure that;

1. You start your application in Delta well on time, applications after the deadline or received through email, will be marked as non-eligible. To be sure your browser supports Delta optimally, it is preferable to use Edge or Google Chrome. Safari is known for not supporting Delta well.

2. The end date of your proposed training is not beyond 31 August 2024. Proposals with an end date beyond 31 August 2024 will immediately be marked as non-eligible. Please note that budget-neutral extensions won't be possible either.

3. You align with the co-funding rules. Proposals that do not align with these rules will immediately be marked as non-eligible.

Assessment

Assessment of the joint proposals for Tailor-Made Training will be done by Nuffic in consultation with the respective Dutch embassies and consulates.

Selection results

A final selection of eligible proposals will be made based on the results of the assessment, taking into account that the aim is to grant at least one TMT plus for each participating partner country. A minimum score (based on the assessment) is applied during the selection process and an even distribution of proposals between the countries within a certain category is aimed for. The results of this call are expected to be announced in June 2023.
