Workshop 1 – Foundations of Labour Market Insight

This virtual workshop lays the common foundation for the subsequent in-person workshops of the series.

Labour Market Information plays a critical role in shaping education and training systems that are responsive to evolving workforce demands.

Across ASEAN, efforts to develop and use Labour Market Information often remain fragmented, resulting in a data–policy gap and limited capacity to apply data-driven insight to policy design, particularly in Technical and Vocational Education and Training (TVET).

To address this, the EU–ASEAN Sustainable Connectivity Package – Higher Education Programme (SCOPE-HE) strengthens the capability of stakeholders to move beyond collecting and reporting Labour Market Information towards its meaningful interpretation and application – generating robust Labour Market Insight.

The first workshop in the Labour Market Insight series will take place virtually on 26 August 2026. The workshop is designed to establish a common knowledge base across ASEAN stakeholders. It will build a shared understanding of the green and digital transitions and their labour market impacts, map current Labour Market Insight capacities in the participating Member States, and set up a regional community of practice.

The workshop addresses three target groups – TVET institutions, government/agencies regulating TVET, and the private sector (chambers of commerce and/or member companies) – from the three core countries Indonesia, Thailand, and Vietnam. Other ASEAN Member States may be invited as best-practice contributors.
