Nuffic's response to the interdepartmental policy research on internationalisation

In response to the interdepartmental policy research (IBO) internationalisation, the Dutch government proposes measures to ensure that the added value of internationalisation is retained, but the negative side effects are limited.

Nuffic sees great value in a broad consensus between government, the knowledge sector and civil society organisations on a new form of internationalisation that offers room for customisation. A new concept that focuses on outgoing mobility and at the same time attracts and retains international talent for the labour market and for science. We can contribute to the realisation of this with our knowledge, expertise and networks.

The government is focusing on measures in the area of non-Dutch-language education, an increase in the minimum institutional tuition fees for non-EEA students and the possibility of a numerus fixus for courses in other languages than Dutch. There is also a reprioritisation of subsidies aimed at incoming mobility.

We regret the phasing out of the Neso network. Commissioned by the government, these offices have successfully positioned Dutch higher education and vocational education abroad. In recent years, the tasks of the Nesos have been greatly expanded: they play an important role in international cooperation in education and research, making them part of the strong Dutch knowledge infrastructure. For example, the offices also work with local education partners, governments and the business community on study, exchange and internship opportunities for Dutch students who want to gain an international experience. They also implement the national alumni strategy aimed at attracting and retaining international talent for the Dutch labour market.

The IBO report as well as the CPB report on the economic effects of internationalisation in higher education and vocational education contains important arguments to strengthen the Dutch "talent strategy": more specific recruitment of international students, taking into consideration the labour market of the future.

Nuffic welcome's the plan to set up a research agenda to increase knowledge on internationalisation . As a knowledge centre for internationalisation, we can contribute to this.
