Future-Ready TVET: Launching ASEAN’s Triple/Quadruple Helix Grants
Three grants. One shared future.
How can vocational education keep pace with the rapidly changing world of work? As ASEAN advances its digital transformation and green transition, stronger collaboration between education, industry, government and civil society is essential to equip people with the skills needed for the future.
On 10 November 2026, the EU-ASEAN Sustainable Connectivity Package – Higher Education Programme (SCOPE-HE) will officially launch three projects under its Triple/Quadruple Helix Model (TQHM) Grants initiative.
Supported by the European Union through its Global Gateway strategy, the initiative promotes collaboration between Technical and Vocational Education and Training (TVET) institutions, academia, industry, government and civil society to strengthen skills development and better align vocational education with evolving labour market needs across ASEAN.
Meet the three grant projects
With a combined grant allocation of EUR 540,000, the three projects will address key challenges in vocational education through practical, collaborative approaches.
Digital Transformation – TRANSFORM-ASEAN
Led by Sunway University, Malaysia, this project will strengthen digital TVET capacity through an AI-enabled learning platform, industry-certified micro-credentials and cross-country collaboration involving Malaysia, Indonesia and Cambodia.
Green Transition – A-QHIRE
Led by Institut Teknologi Bandung (ITB), Indonesia, this project will integrate renewable energy and other green competencies into vocational training through industry collaboration, instructor development and digital learning opportunities.
Sustainability – Green Building and Sustainable Finance Competencies for ASEAN TVET
Led by the Institute for Development of Economics and Finance (INDEF), Indonesia, this project will develop vocational curricula in green building and sustainable finance, pilot them in Indonesia and explore opportunities for wider adoption across ASEAN.
