An EU-funded pilot programme supporting Myanmar’s future human capital through education and training

EMPM is an EU-funded pilot programme that aims to protect Myanmar's next-generation human capital with education and training. EMPM endeavours to attain this overall objective through enhancing options for online learning and mobility for Myanmar students and young professionals, who are affected by recent interruptions of university education and employment. This will be done, among others, by awarding mobility scholarships at universities in ASEAN, including limited options for short-term mobility to EU universities.

EMPM will run for 48 months, from January 2023 to December 2026, and is funded by a €4.8 million EU grant. The programme is being implemented by DAAD, Campus France, and Nuffic.

Representing Nuffic in EMPM, Nuffic Southeast Asia is responsible for implementing mobilities scholarship and developing the virtual scholarship mobility platform. Together with the consortium partners, Nuffic Southeast Asia will also contribute to establishing an EMPM University Network in ASEAN and the EU.

The virtual mobility cluster is divided into two components:

  • Virtual Top-Up Scholarship

  • Virtual Global Opportunities (Microcredential and Internship)

  • Physical Global Opportunities (Physical Internship in Yangon)

The Virtual Top-Up Scholarship addresses the gaps in study activities as a result of recent issues in university education. The scholarship offers Myanmar students in their final year (Bachelor’s and Master’s degrees) to continue their studies as transfer students and obtain degrees at ASEAN-based universities.

In addition to the virtual top-up scholarships, Nuffic SEA will also implement the ‘Global Opportunities’ that seek to support Myanmar students and young professionals to enhance their learning opportunities by offering skills development through virtual micro-credentials and practical experiences (e.g. virtual internships and Yangon physical internship). ‘Global Opportunities’ aims to facilitate capacity building and skills-development training for young professionals, focusing on crucial 21st century skills and employability factors such as communication skills, self- and global awareness, critical and analytical thinking, curiosity, and media- and digital literacy.

The mobility scholarships will be managed via a safe and secure digital platform administered by Nuffic Southeast Asia. The platform is equipped with the latest cybersecurity standards and fully compliant with the EU's GDPR regulations.
