Call for proposals - Morocco – MENA Scholarship Programme (MSP)
This call for proposals is open for Dutch training providers who:
- Have proven knowledge and experience in green hydrogen, including its production, storage, distribution, applications, and market dynamics.
- Have a track record of providing training in the suggested topics.
- Have a good understanding of policy frameworks, regulations, and government strategies related to green hydrogen in the Netherlands, Morocco, and internationally.
- Have experience in designing and delivering professional training programmes, particularly in the energy sector.
- Have a multidisciplinary team covering technical, economic, policy, and market aspects of green hydrogen.
- Have experience working with international participants, particularly from North Africa or the MENA region.
- Have the ability to facilitate site visits to relevant hydrogen projects, research centres, industrial facilities, and government agencies.
- Have interest in providing training in Morocco and in the Netherlands.
- Meet the MSP general criteria.
- Agree with the MSP TMT Grant Conditions.
Context
As part of the ongoing energy cooperation between Morocco and the Netherlands, established under the 2023 Memorandum of Understanding (MoU) on Renewable Energy Cooperation and further reinforced by the Action Plan signed in May 2024, both countries are committed to strengthening knowledge exchange and capacity building in the renewable energy sector. Within this framework, green hydrogen has emerged as a strategic priority, offering significant potential for energy transition, economic growth, and sustainable innovation.
To support this collaboration, a tailored training programme, including a study visit to the Netherlands, is being organised for key Moroccan institutions, such as the Ministry of Energy Transition and Sustainable Development (MTEDD) and the Moroccan Agency for Sustainable Energy (MASEN). This initiative aims to provide participants with a deep understanding of the Dutch green hydrogen ecosystem, covering policy frameworks, technological advancements, infrastructure, and market developments. Additionally, the programme will create valuable networking opportunities with Dutch experts, businesses, and research institutions to foster future cooperation.
We are inviting Dutch training providers with expertise in green hydrogen to design and deliver a high-quality, customised training programme for Moroccan stakeholders. The programme should combine theoretical sessions with practical site visits to hydrogen projects, research centres, and industrial facilities, ensuring a well-rounded and hands-on learning experience.
This call for proposals is part of the broader Moroccan-Dutch energy partnership and is organised under the framework of the MoU on Renewable Energy Cooperation, with support from the MENA Scholarship Programme (MSP), funded by the Dutch Ministry of Foreign Affairs. It offers Dutch institutions a unique opportunity to contribute to Morocco’s green hydrogen development by equipping key stakeholders with the knowledge and expertise needed to drive progress in this emerging sector.
Target group
The Ministry of Energy Transition and Sustainable Development – The Energy Transition Department (MTEDD – DTE)
MTEDD oversees the development and implementation of the national strategy for the development of renewable energies. It participates, in collaboration with the organisations concerned agencies working under its auspices, in the preparation and application of legislation and regulations in this area.
The Ministry of Energy Transition in Morocco plays a crucial role in developing the green hydrogen sector by establishing regulatory frameworks, attracting investment, and promoting research and innovation. It collaborates with national and international partners to position Morocco as a global leader in green hydrogen production, leveraging the country's abundant renewable energy resources. Additionally, the Ministry oversees infrastructure development and policy implementation to ensure the sustainable growth of the hydrogen economy, supporting both domestic energy needs and export opportunities.
The Moroccan Agency of Sustainable Energy (MASEN)
MASEN is responsible for managing renewable energy in Morocco, and leads development programmes of integrated projects aimed at creating clean electricity generated from renewable energies. The Moroccan “Hydrogen Offer” provides for the governance of the green hydrogen sector to MASEN and a dedicated steering committee, and MASEN was appointed as the focal point for Morocco’s Green Hydrogen Offer. According to that offer, MASEN’s mission is to inform and support investors during the project validation process. As such, MASEN will receive initial investment applications and screen them before forwarding them to the steering committee.
The National Office of Electricity and Water (ONEE)
ONEE, created in 2012 by the National Office of Electricity (ONE) created in 1963 and the National Office of Drinking Water (ONEP) created in 1972, is fully involved in major structuring projects for Morocco, providing it with infrastructure for the production, transmission and distribution of electricity and water, as well as the purification of wastewater, which is essential for the country's sustainable development. In the “Green Hydrogen Offer”, ONEE has been given the mission of mapping the patterns of complementarity between the desalinated water needs of green hydrogen projects, and existing and future desalination plants with cost assessment and financing schemes, in collaboration with other entities. ONEE has also the task of setting the framework that should open the opportunity for the private sector to invest in the national electricity grid.
The Ministry of Investment and Convergence, and Evaluation of Public Policies (MICEPP)
MICEPP is a newly established Ministry. The decree outlining its powers and organisation was adopted on February 9, 2022. MICEPP is responsible for formulating and monitoring the implementation of the state's policy in the areas of investment, improving the business climate, convergence and the evaluation of public policies. MICEPP is also one of the key actors identified in “the Moroccan Hydrogen Offer” and collaborated with MASEN to guide investors through project validation processes.
The National Authority of Energy Regulation (ANRE)
The National Energy Regulatory Authority (ANRE) of Morocco plays a pivotal role in overseeing and facilitating the country's energy sector, particularly in its transition towards renewable energy sources. Established as a public legal entity with financial autonomy, ANRE's core mission is to ensure the efficient functioning of the free electricity market, guarantee equitable access to national electricity transmission and distribution grids, arbitrate disputes, and enforce sanctions for regulatory violations. ANRE's regulatory framework is instrumental in driving Morocco's energy transition. By setting clear guidelines and tariffs, ANRE creates a conducive environment for investment in renewable energy projects.
Objectives
- Enhancing expertise and facilitating knowledge exchange across the green hydrogen value chain.
- Strengthening skills in green hydrogen and its derivatives including e-fuels, NH3 etc., especially focusing on:
- Strategic importance of green hydrogen.
- Policy and regulatory framework.
- Market: offtake strategies, pricing regimes, offtake agreements, demand growth outlook.
- Financing large-scale green hydrogen projects: relevant practices, structuring project finance, international trends.
- Green Hydrogen production technologies: electrolysis fundamentals, renewable energy integration.
- Water use and sustainability: managing water demand for electrolysis, seawater desalination and wastewater recycling for hydrogen.
- Green Hydrogen infrastructure: hydrogen storage solutions, transportation and distribution infrastructure with a focus on ports, desalination, pipelines, EAZ clusters. Where possible, address more broadly the specificities of downstream derivatives plants, and sharing feedback and lessons learned from other projects, including Port Rotterdam, Chili, NEOM, Oman, etc.
- Industrial applications and business opportunities.
- Hydrogen safety and regulations.
- Hydrogen standards and certification.
- Strengthening collaboration between Moroccan and Dutch stakeholders in the field of green hydrogen, to exchange knowledge, explore best practices, and identify opportunities for synergy in green hydrogen development.
- Capacity building of Moroccan key policy and decision makers working in the field of green hydrogen.
- Gaining hands-on experience through in-person site visits to Dutch hydrogen facilities: Visits to laboratory and demonstrations of electrolyser operations, and other operational facilities. e.g.: Port of Rotterdam, wind farms connected to electrolysers, etc.
- Meeting institutions and organisations active in the hydrogen field, e.g. a gas network operator developing a hydrogen network pipeline.
About the participants
- At least 15 participants should take part in the training in the Netherlands.
- Priority is given to staff members of the Ministry of Energy Transition and Sustainable Development (5) working in the field of green hydrogen, and to the Moroccan Agency for Sustainable Energy (7).
- Additionally, also representatives of The National Office of Electricity and Drinking Water (1), The National Authority of Energy Regulation (1) and the Ministry of Investment and Convergence and Evaluation of Public Policies (1) should be invited to enrich the debate and exchange experiences between the different actors in charge of green hydrogen.
- The exact number of representatives from each organisation may vary slightly depending on their availability.
- More participants (max. 10) of the different organisations should be invited to participate in the kick-off meeting in Morocco.
- The intended target group is aimed at managers of the above-mentioned departments, their main tasks and responsibilities consist of decision making and knowledge sharing with staff assigned to their departments.
- We especially encourage women to take part in knowledge exchange activities of the Mena Scholarship Programme, our aim is a percentage of 50%. For this training at least 30% of the participants should be female.
Suggested location and timing
- Approximately 1-2 days training in Morocco (Rabat) to introduce the participants, understand their training needs and refine the training objectives together. A training venue including coffee breaks and 1 lunch should be included in the budget, taking into account that additional participants (max. 10) will be invited for the kick-off in Morocco. It is important to choose a venue which is located near central Rabat. A suggestion for a suitable location including a provisional quotation is available on request.
- At least 1 week an intensive programme in the Netherlands, combining in-depth training sessions with field visits to key organisations in the Dutch green hydrogen sector.
- Approximately 1 day follow-up in Morocco or online to assess the training’s impact and address follow-up questions.
- Preferably the training takes place as soon as possible after the selection. November 2025 is excluded as many Moroccan organisations will be engaged in COP-related activities and have limited availability. The exact training dates can be determined together with all parties involved once a training provider is selected. All activities have to be finalised within one year after the selection, at the latest on 31 August 2026.
More information
- The aim of this call is to identify a Dutch training provider who has the expertise, experience and network in the mentioned topics to provide a tailor-made training for representatives of the Ministry of Energy Transition and Sustainable Development, along with representatives of other key public organisations in the green hydrogen sector, such as MASEN, ONEE, ANRE and MICEPP.
- All parts of the training should be provided in English but with the possibility of live French translation for those who need it.
- Outreach to the Ministry of Energy Transition and Sustainable Development and other Moroccan organisations will take place in coordination with the Economic Department of the Embassy of the Netherlands in Morocco.
- All training providers who want to participate in the MSP TMT have to provide a valid COCA (Checklist Organisational Capacity Assessment).
- Visa costs can be excluded from the budget.
