The MENA Scholarship Programme (MSP)

The MSP aims to build bridges through knowledge by offering opportunities for capacity building within organisations in the Middle East and North Africa. It enables young professional impact makers to take part in short courses in the Netherlands, and it facilitates Tailor-made training for organisations in the region.

The MSP focuses on building strong relations between the participating countries and the Netherlands by fostering strong alumni networks. It contributes to mutual understanding and knowledge sharing. The programme is funded by the Ministry of Foreign Affairs of the Netherlands as part of the Shiraka programme and managed by Nuffic.

Subsidy for Tailor-made training

A TMT provides accessible (regional) training, which is customized to the participants’ actual work environment. It is designed to enhance the knowledge and skills of a group of professionals with common training needs.

Call for input

Due to the special context in Syria Nuffic would like to receive input from experts for the terms of reference for a potential call for proposals. Ideas for any topic within transitional justice are welcome as long as they are demand driven, fit within the current Syrian context and the MSP policy framework (Call for Tailor-Made group training for Dutch providers – MENA Scholarship Programme (MSP) | Nuffic), among others meeting the following conditions:

  • The maximum budget is € 75.000.
  • The lead training provider is Dutch.
  • Based on the travel advice for Syria the preferred location for a training is in a neighbouring country.
  • The intended target group has to be inclusive, representing different groups within Syria.
  • The training has to create a platform for dialogue between the different groups in Syria.
  • The training has to take place before 31 August 2026.

If you think that certain aspects of the framework of MSP, for example one of the conditions is not realistic given the Syrian context please feel free to comment and make suggestions.

This is only a call for input. Nuffic reserves the right to temporarily or permanently stop the call for input. Nuffic kindly requests your cooperation in this call for interest without obligation. You cannot derive any rights from this call for input. This is not a call for proposals. You are aware of this and accept the fact that you react to the call for input entirely at your own expense and risk.

Your response to this call for input does not mean you have the right to be invited to a possible call for proposals. In the case of a call for TMT proposals, no distinction will be made between parties that participated in the market orientation and those that did not.

By submitting your input you agree with Nuffic using the input - possibly combined with other input - for the terms of reference of a potential call for proposals. Nuffic will treat the input confidentially. Your input will only be included in anonymised form in and/or for a possible call for TMT proposals.

Nuffic will not reply to all input. If your input is considered to have potential for future programming Nuffic might contact you to further elaborate on your input, to pitch your input, and/or invite you to a focus group meeting.
