Developing programmes in Tunisia, Jordan and Iraq

Nuffic is exploring possibilities for collaboration with these new focus countries. The first focus group meeting took place on November 15th to discuss new programmes.

At the request of the Dutch Ministry of Foreign Affairs, Nuffic is exploring possibilities for institutional collaboration in Tunisia, Jordan and Iraq. The meeting was well attended by regional specialists from Dutch higher education institutions, NGOs and training and research institutes.

Education and skills development

Investing in Global Prospects provides the context for intensified cooperation with Tunisia, Jordan and Iraq. Education and skills development are key to delivering the envisaged results in increasing (youth) employment and private sector development.

Nuffic’s Orange Knowledge Programme (OKP) can play an instrumental role through scholarships, training and institutional collaboration projects.

The participants first discussed challenges and preconditions for success of entrepreneurship skills development in relation to (youth) unemployment. Elements of successful programming included knowledge of local norms, an understanding of the supply and demand side of the labour market, and strong linkages between educational institutions and the private sector.

Following this, discussion groups per country shared experiences and ideas for possible Orange Knowledge interventions. The discussion focused on the capacity needs in higher and vocational education, as well as in the public and private sector. Opportunities for impact of Dutch expertise were discussed in relation to the initial priority themes of agro-food (including water), entrepreneurship and private sector development and free press.

Next steps

Nuffic recently conducted scoping missions to Jordan and Tunisia. A first visit to Iraq, and second missions to Jordan and Tunisia, are tentatively scheduled for early 2019. The Orange Knowledge approach will rely on the insights from these missions and the input received during the meeting.
