The Netherlands Initiative for Capacity development in Higher Education (NICHE) is a Netherlands-funded development cooperation programme. The programme is being phased out, so no new projects will be initiated. Current projects will be completed by 2022.

The follow-up of the NICHE programme is the Orange Knowledge Programme.

NICHE projects contribute to economic development and poverty reduction, by sustainably strengthening higher education and technical and vocation education and training (TVET) capacity in partner countries.

Policy priorities

NICHE focuses on the policy priorities identified in the Dutch bilateral cooperation programme:

  1. Water
  2. Food security
  3. Sexual and Reproductive Health and Rights (SRHR)
  4. Security and the rule of Law

NICHE pays special attention to equal opportunities for women and men, and the link between capacity developments and the needs of the labour market.

Dutch expertise

In the selected NICHE countries and policy priorities support is available for a range of organisations including post-secondary education institutions, ministries, national commissions and NGOs. These organisations are supported by broad consortia with Dutch, local and regional expertise. These consortia are led by a Dutch lead and may integrate not only knowledge organisations, but also private companies.
