Capacity Development Programme Lebanon

The Capacity Development Programme in Lebanon contributes to the improvement of future perspectives of host communities and refugees in Lebanon. It aims to strengthen the impact of existing Dutch financial interventions for stabilisation in Lebanon.


The onset of the crisis in Syria in 2011 and the subsequent massive migration of Syrians towards neighbouring countries affected Lebanon in several ways. The magnitude of the crisis has had a dilapidating effect on the local economy and infrastructure. Lebanese local authorities have to deal with the presence of the displaced persons, providing basic services and maintaining social well-being to an increased number of inhabitants, despite weak financial and technical resources.

In order to respond to this situation and contribute to a long term improvement of basic facilities like education, employment opportunities and infrastructure, the Dutch government has made extra funds available to support countries neighbouring Syria.


The programme has two major development objectives:

  • Strengthening the capacities of relevant Lebanese organisations and institutions that have come under pressure due to the influx of refugees from Syria and are involved with the implementation of the Lebanon Crisis Response Plan (LCRP);
  • Building the capacities of Lebanese civil society and community-based organisations in their work on behalf of displaced Syrians and other vulnerable beneficiaries.

Target group

The Capacity Development Programme Lebanon is open to a broad range of organisations. This type of intervention  is intended as a tool to contribute to other programmes and projects within the broader Dutch support programme. In exceptional cases, the programme may be open to organisations that do not directly benefit from Dutch funding, but are working on corresponding themes.

Within these organisations, the programme targets people who have the ability and the position to implement the gained knowledge and are able to train their colleagues and elevate the capacity of the organisation to a higher level.

The programme focuses on local governments, institutions and implementing organisations that face challenges resulting from the influx of refugees, and contributes to better functioning organisations working on stabilisation and resilience in the following sectors:

  • Education
  • Local governance/host communities
  • Agriculture and Water management
  • Economic growth and job creation
  • Protection, including Gender Based Violence

How to submit a training request

The first call for the Capacity Development Programme Lebanon will be open for Lebanese organisations as from 3 August 2017.
