The NICHE identification process in Zambia has resulted in the selection of one focus sector: Higher Education with a specific focus on the capacity building of universities. In addition, NICHE will support the development of quality assurance systems and qualification frameworks for Higher Education and skills training. NICHE capacity development initiatives may also be extended to the vocational training sub-sector after consultation with the EKN, which is exploring possibilities to further support Skills Development in relation to Private Sector development.
Focal areas
Within the Higher Education sector, NICHE activities will focus on the following specific areas:
- providing input and facilitating the design of a reform programme fostering governance, regulation and quality assurance structures for university education;
- increasing the level of cost-efficiency, output and responsiveness of education programmes towards public and private sector developments;
- improving the internal and external efficiency of public universities;
- strengthening the organizational capacity of public universities to increase the quantity and quality of graduates (female graduates in particular), research studies and consultancy services;
- developing stronger labour market linkages and reducing gender imbalances;
- enhancing quality assurance systems to assess and upgrade the quality of education programmes.
Skills training
The NICHE programme can play a supportive role for skills training by strengthening systems for quality assurance, qualification frameworks and linkages with private sector development, in order to assess and upgrade the quality of skills training. Additional themes and topics within this sector may be added at a later stage.
