- The quality of health education and training has improved through capacity building and innovative learning devises such as skills labs.
- The number of enrolments in health training programmes has increased, by focusing on pre-service institutions.
- The research capacity has improved.

- Training institutions have the capacity to develop and implement good quality training programmes and to attract students.
- Research institutions have the capacity to carry out high level data analyses and high quality research.
