Objectives
The supply of education and training in support of Decentralisation by Devolution (D-by-D) has increased and the quality of existing courses has improved.
Present status
- LGA staff lack the training and capacities to implement the full LGR agenda.
- Local capacity to translate job needs in education/training profiles is inadequate.
- Local expertise to develop and introduce competency based training and to ensure quality assurance is inadequate.
- Local expertise to translate labour market demands to educational profile is inadequate.
- Local Civil Service is not recognized as a separate career path (distinguished from the central civil service), which prevents students from choosing longer term education courses in LGA relevant fields.
Medium Term Outcome(s) – 4 years
The supply of education and training courses that are relevant for implementing the D-by-D agenda has increased. The contents of the education an raining programmes are competency based and geared towards acquiring knowledge and skills that can be applied in a working environment.
Longer Term Outcome(s) – 8 years
Training institutions have the capacity to develop and implement good quality education and training programmes that are:
- relevant for the D-by-D agenda;
- successful in attracting students;
- delivering graduates who perform better in their LGA positions or who easily find employment in LGA.
