The NICHE identification process in Tanzania has resulted in the selection of three priority lines: Health, Private Sector Development and Decentralization. Focus on continuity
NICHE is a successor programme of the current NPT programme (2004-June 2012). In the light of guaranteeing continuity, the EKN argued that the NICHE programme should be embedded in the same sectors as those that were selected for the NPT programme. Those sectors were: Health, Private Sector Development and Decentralization.
Performance and needs assessments
It was decided to assess the performance of the twelve NPT projects in Tanzania, with exception of the twelfth project in the Health sector, which had just started, to identify potential NICHE partners among the NPT institutions. Two NPT assessments were carried out:
- an assessment of five NPT projects in the entrepreneurship and business development sector;
- an assessment of six NPT projects in the decentralization sector.
Due to the many activities and continuous changes in the private sector, it was decided to carry out a needs assessment for this sector. For the decentralization and health sectors such needs assessments were not carried out, because both sectors have up-to-date policy documents that were used for the NICHE sector plans of implementation.
