Objectives

  • Human resources skilled to implement government sector policies, guaranteeing safe drinking water delivery and sanitation, and taking the environment into account.
  • Improved technical and technological human capacity to develop and implement strategies to control drought and floods efficiently.

Benchmark of the present status

  • Access to safe water in Mozambique is only available to 42% of the population and rather restricted to urban areas while only 37% has access to sanitary services.
  • The majority of the population is exposed to health hazards.
  • Low level of knowledge and quality in HR output in the sector, and limited financial resources.
  • Low level of leadership and competencies of institutions as stated in the policies.
  • Low (research) capacity with regard to regional water resources (and environmental) management. 

Medium Term outcomes (4 years)

  • Post secondary education institutions offer tailor made training to (local) staff to implement governments reforms, focused on water and sanitation service delivery.
  • Reinforced training and research capacity at professional and scientific level in the fields of water & sanitation and water management.

Longer Term outcomes (8 years)

  • Post secondary and research institutions offer adequate and quality services that correspond with the necessity of the sector and society.
  • More equitable and sustainable use and distribution of safe water and sanitation, improving the health situation and food security.
  • Strengthened capacity to manage territorial waters and to prevent natural disasters.
