Objectives
Management and academic structures for Higher Education strengthened and implemented with a gender perspective, and aligned with the needs of the labour market.
Benchmark of the present status
- Mozambique has made significant progress in Higher Education and counts on commitment and motivation of political leadership at the highest level. It has strategic plans for the sector, but faces implementation difficulties.
- The expansion of the number of education institutions, was not accompanied by an improvement in the necessary governing and academic structures and skills (e.g. matching country’s necessities and educational supply), which leads to inefficiency and constraints. These constraints negatively affect teaching quality and availability.
- The majority of students are inclined to follow social studies.
Medium Term outcomes (4 years)
- Post-secondary education and training institutes perform better as a result of an improved institutional context and organizational systems.
- Pedagogical Support Centre, at central level, in place and functioning.
- In-depth study conducted into coordination and management models that are being used in other countries (including financing modalities and interface between research and HE).
- More national and international partnerships and exchange of knowledge and resources (at student, graduate and staff level).
Longer Term outcomes (8 years)
- Sustained quality and relevance of post secondary education with regard to policy development and implementation, organizational performance and education and training quality.
- Post-secondary education and training institutions have increased competencies to meet the challenge of changing and/or new skill requirements.
- Post-secondary education and training institutions are better equipped to offer educational and training programmes according to the demands of the labour market and in equity of gender.
