Civil service reform and upgrading remains one of the major challenges in Indonesia. Institutional shortages hamper the implementation of government policies at all levels.
The quality of civil servants at the national, regional and local level needs to be upgraded to serve both the governance agenda and the economic development agenda of Indonesia.
NICHE intends to upgrade civil servants by selecting a apex politically highly important institute which trains (future) national cadre for Indonesia.
