Below is a schematic overview of the objectives and outcomes of NICHE projects focusing on civil servants in institutionally weak areas in Colombia. The overview is an integral part of the Programme Outline as Annex 2.
Objectives
Improved quality and pertinence of the post-secondary educational offering for the training of local and regional level civil servants, in terms of gender and relevance for the job market.
Benchmark of the present status
- institutional weakness in marginal areas;
- low capacity to link gender issues and the job market to local development processes.
- limited access of women to social, political and economic assets in these areas.
Medium Term outcomes – 4 years
- Regional Centres for public administration education and training strengthened in terms of management, academic and teaching quality, pertinence and gender approach.
- The balance between men and women in senior management positions at the centres has improved.
- Offering of study programmes that are relevant to the job market and regional development (emphasis on technical and technological programmes).
Longer Term outcomes – 8 years
- Graduates from strengthened regional centres contribute to regional democracy and development.
- State organisations strengthened by the addition of good technicians, technologists and professionals.
- Improved access of women to social, political and economic assets in the region.
