Below is a schematic overview of the objectives and outcomes of NICHE projects focusing on good governance in Bangladesh. This overview is based on the Plan of Implementation which is integral part of the Programme Outline.

Objectives

  • To support the selected training institutes to provide qualitative training;
  • To foster knowledge and skills dissemination among the various institutions in the fields;
  • To facilitate the selected training institutes to update their curricula and include knowledge and skills required by the professionals in the civil service and the field of media;
  • To promote the adaptation, improvement and/or development of new curriculum according to the organisational needs;
  • To enhance the organisational capacities of the selected institutions to improve their performance;
  • To support the creation of institutional networks in the fields;

Present status

  • Courses are outdated and knowledge of students are not in line with what is needed in the field;
  • Courses are "old fashioned", not improving the students critical analytic skills and field knowledge;
  • There is no contact between the Ministry of Establishment (MoE) and training institutes;
  • MoE has no policy on training coordination;
  • Professionals in the media sector are not trained according to the needs in the field;
  • There is lack of coordination among the key actors in the the civil service and the media field;

Medium Term outcomes - 4 years

  • Staff enhanced its capacity to develop courses and training materials in the fields;
  • Organisational management has improved;
  • Quality of the courses has improved and are in line with the needs in the field;
  • Facilities are upgraded if needed.

Longer Term Outcomes - 8 years

  • The leadership of the selected training institutes are driving forces in ongoing adaptations to change and organisational improvements, resulting in attractive training institutes in the sectors;
  • The selected institutions are seen as a meaningful partner in the corresponding fields;
  • The selected training centres will be able to adapt and improve their curricula on their own;
  • The organisational culture is transformed towards networks alliances of cooperation and working together.
