You must submit your application within three years after obtaining your master’s or PhD degree.
Where do I apply?
If you are applying from abroad and need a ‘provisional residence permit’ (machtiging tot voorlopig verblijf or MVV) to enter the Netherlands, you can send your application documents to the Dutch embassy or consulate. If you are already in the Netherlands, you can submit your application documents to the Dutch immigration authorities (Immigratie en Naturalisatie Dienst or IND).
The application form ‘Application for a regular residence permit for a highly educated migrant seeking employment’ can be downloaded from the IND website. The IND charges a €600 fee for this procedure.
What documents do I need to submit?
You must always include documents to confirm your university graduation. If your diploma was obtained from a Dutch institution, you need to include a copy of the diploma. If your diploma was obtained from a university abroad, you must include a diploma evaluation issued by Nuffic. Information on how to apply for a diploma evaluation is available on the website of the Information Centre for Credential Evaluation (IcDW).
Other documents to submit depend on the points you wish to attain from the points system. Your application does not need to be accompanied by proof of financial means.
