Quality enhancement
The overall objective of NICHE in this sector is quality enhancement: the capacity of post-secondary education and training institutes to deliver quality, gender sensitive, education and training or to do relevant research is strengthened in such a way that it directly enhances the quality of UPE. Currently, when Ugandan children complete primary school UPE has not provided them with literacy, numeracy and basic life skills.
Specific objective 1
The first specific objective is to provide adequate qualified teachers for UPE.
Benchmark of the present status
- Primary education outcomes are poor.
- There is a considerable number of unqualified teachers in primary schools.
- Many teachers are not well prepared to teach literacy and numeracy, thematic curriculum. They have not developed specific skills in the teaching of children in conflict, rural and disadvantaged areas.
- The current PTE certificate curriculum, introduced in 1994, does not produce teachers who can bring about successful teaching and learning in primary schools.
- There has been a comprehensive review of the curriculum in 2006.
- The revised PTE curriculum will be implemented in 2010.
- Reviews of other related curricula (i.e. DEP, DEPE, DTE, PGDTE and BTE) are under preparation.
- Lecturers at NTCs, PTC tutors’ and CCTs’ master a limited range of teacher training approaches, skills and strategies.
- There are no minimum standards regulating curricula in teacher and instructor education.
Medium Term Outcome(s) - 4 years
- The capacity of the highest level in the teacher training chain has been improved in terms of effectiveness and efficiency.
- Graduates from institutions operating at this level, supported by NICHE, are better equipped with the right skills and attitudes to take on their jobs.
- Graduates of the supported institutions are pedagogically sound lecturers, tutors, who can effectively train student teachers at NTCs, PTCs, CCTs to become competent teachers who are able to bring about successful learning at primary schools.
- The supervisory body, in conjunction with relevant stakeholders, has developed and uses minimum standards for the ratification of programmes relevant to teacher and instructor education.
Longer Term Outcome(s) - 8 years
- Primary schools have more adequately qualified teachers.
- The quality of teaching and learning has improved.
- The level of literacy and numeracy, life skills achievements has improved at primary schools.
Specific Objective 2
The second specific objective is to improve management and supervision.
Benchmark of the present status
- The management and supervisory capacity of School Management Committees (SMCs) and head teachers is low.
- Monitoring and support supervision at school level is inadequate and ineffective.
Medium Term Outcome(s) - 4 years
An adequate training programme for inspectors and school managers has been developed and institutionalized.
Longer Term Outcomes(s) - 8 years
Management and supervision at schools has improved.
