Objectives
- More equitable access to land (property and use of land) and transparent and just implementation of regional planning instruments.
- Small producers and entrepreneurs, including women (both in rural and urban areas) have the capacities to generate income and jobs, in respect of the environment.
Benchmark of the present status
- Access to land and opportunities for (small) economic activities are threatened by the poor implementation (of lack of) land and environmental laws, and land reform instruments and policies, lack of transparency in access to land resulting in conflicts.
- Rather high level of ‘drop outs’, without the competencies to enter the formal labour market, ending up in the informal market out of necessity.
- Low profits for small producers and entrepreneurs, often due to poor management skills and lack of opportunity to invest (lack of credit).
Medium Term outcomes (4 years)
- Training and research programmes at post-graduate level for staff development in land issues (register, access, property) and regional planning.
- Students provided with the necessary vocational skills to enter the labour market or to follow further specialized training. At least 30% of the students are women.
- Enhanced opportunities for micro businesses and informal market workers though directed entrepreneurship skills trainings programmes and/or tailor-made training, in cooperation with post secondary education institutions.
Longer Term outcomes (8 years)
- Land reform instruments and policies (such as those referring to access to land, land register/property legislation and regional planning) are applied with transparency and equity.
- National land register better equipped and counting on professional human resources.
- Sustained, proficient alignment between technical/professional education and labour/employment, in relevant sectors where the training programmes may fall in (agriculture, health, water, etc.).
- Increased job growth and business capacities and therefore a stronger (local and diversified) economy.
