Benchmark of the present status
- There is an overall lack of quality training and implementation capacity in Public, Judicial and communal administration.
- There is a shortage of high level educators (and students) in Public Administration and a lack of intermediate professionals at local government implementation level.
Medium Term outcomes (4 years)

Longer Term outcomes (8 years)
- Sustained Mozambican public sector, resulting in efficient service delivery and professionalism.
- Sustained number of adequately trained people with a degree contributing to enlarged efficiency of the government’s regulations.
