NICHE will support a reform process to strengthen post-secondary education and training in Zambia, in particular university education, in line with the strategic focus of the National Implementation Framework and the Multi Annual Strategic Plan (MASP).

National level

At the national level the emphasis will be on:

  • promoting dialogue and engagement between Universities, MoE, donors and other stakeholders regarding governance, regulation and financing of university education in Zambia.
  • providing input through studies and consultancy.
  • facilitating the design of a reform programme aimed at the development and regulation of post-secondary education and training, with a particular focus on (public and private) university education.
  • integrating this programme in the new national development plan for Zambia.

Institutional level

At the institutional level the emphasis will be on:

  • enabling leadership, management and organization of public universities to raise internal and external efficiency in the delivery of university education and research.
  • strengthening the capacity of public universities to increase the quantity and quality of graduates (especially female graduates), research studies and consultancy services with a special focus on developing stronger labour market linkages and reducing gender imbalances.
  • implementing systems for quality assurance and relevance at the public universities to assess, consolidate and upgrade the quality of education programmes and research and its relevance for social and economic development.
