According to the 2008 UNDP report on human development, the Guatemalan labour force has not even completed half of the middle-level education programme (basic cycle) prescribed by the Constitution.
The report also shows that a large majority of the population who do complete secondary education do not attain the basic competence level required to enter university or the labour market. There is a clear degree of dissociation between students’ social service and the needs in civil society for services and expertise.
NICHE seeks to increase employer satisfaction with and employment of graduates from NICHE-supported education and training activities in the justice and security sector and in the environmental sector. Hence, all NICHE projects conduct a feasibility study to provide the information needed to develop activities that will satisfy the labour market.
In addition, efforts will be made to identify activities that may generate new sources of employment.
Special attention will be paid to training requirements for women and young people in the sectors selected, not only at the academic level but also at the technical (vocational) level.
Finally, those benefiting from this training will be stimulated to undertake social action by participating in civil society organizations (CSOs) which need support.
