The NICHE identification process in Guatemala has resulted in the selection of two sectors: environment & water and governance (security and justice). The NICHE programme in Guatemala follows on the NPT (Netherlands Programme for Institutional Strengthening in Post-Secondary Education and Training) and on two sub-programmes of the NFP (Netherlands Fellowship Programme): NFP-MYA (Multi-Year Agreements) and NFP-TMT (Tailor Made Trainings).
Identification process
This process involved the compilation and analysis of the available data and the deficiencies in the selected sectors, in terms of education and training. It also describes the current situation in the sectors in terms of gender and labour market. The process included three identification missions to Guatemala, involving:
- a preparatory study of the available documents;
- an identification study conducted by local consultants;
- interviews with the Netherlands Embassy (EKN);
- interviews with local authorities, experts and interested parties, including gender and labour market experts;
- workshops to identify the demand within the environmental and governance sectors. The workshops principally consulted higher education institutions, NGOs, research institutes, police academy representatives, the international cooperation assistant of the Ministry of Government, and representatives of the Ministry of Environment and Natural Resources.
Criteria
The following criteria were taken into account in the selection of sectors and themes:
- EKN's 2008-2011 Multiannual Plan. With the objective of strengthening the said sectors in a coherent manner, implementation of the NICHE programme will be orientated towards coordination of effort with the EKN's 2008-2011 Multi Annual Strategic Plan;
- alignment with the programmes of the Guatemalan government;
- coordination between sectors and technical training will receive the same degree of attention as academic training;
- investments made by NPT and NFP;
- harmonization with donors with similar programmes;
- demand expressed by authorities, organizations and experts during the identification process.
Sectors and themes
The NICHE programme in Guatemala will be implemented in two focus sectors and a number of sub-themes:
Environment and Water
- integrated water-resources management;
- local environmental management;
- environmental education;
- environmental jurisdiction;
- food safety and gender;
- land administration.
Governance (Security and Justice)
- continuous education for the National Civil Police (PNC);
- training in criminal and forensic investigation;
- strengthening the legal system in respect of human trafficking and exploitation;
- gender and penal system;
- strengthening internal university management.
NICHE activities will build on the EKN's strategy based on political dialogue promoting comprehensive justice and security, and environment and water systems. NICHE will complement EKN's activities in these sectors, by focusing on strengthening skills and institutional backing.
