The NICHE identification process in Colombia has resulted in the selection of two priority lines: post-secondary educational organizations in marginalized areas and the civil service in institutionally weak areas. The identification process has helped in setting a series of priorities for the NICHE programme in Colombia. NICHE will be implemented in Colombia's post-secondary educational sector through:
- geographic delimitation*: Pacific, OrinoquĂa and/or Amazon regions;
- strategic delimitation: Regional Centres of Higher Education (CERES) and Post-secondary Educational Organizations in the above regions;
- focus on strengthening the educational offering of the State in institutionally weak areas;
- emphasis on the technical and technological levels and qualification of secondary school graduates to enter higher education.
*) This will be delimited in a later stage to achieve impact, homogeneity and synergy.
Priority lines
The above delimitations have led to the following two priority lines:
- strengthening of post-secondary educational organizations in marginalized areas;
- improving the skills and performance of civil servants in institutionally weak areas.
The identification of these two priority lines will be operationalized through the plans of implementation and subsequent preparation of project outlines.
