External evaluation NPT and NICHE

The NPT and NICHE programmes are currently being evaluated to provide insight into the development, management and implementation of the programmes. The evaluation, conducted by Ramboll Management Consulting, will cover the implementation of the programmes since 2002.
The external evaluation is commissioned by the Directorate for Social Development (DSO) of the Ministry of Foreign Affairs. It is carried out under the supervision of a committee that advises DSO about the quality of the evaluation process and the evaluation report.
Aim
The aim of the evaluation, which covers the implementation of the programmes since June 2002, is to:
- provide insight into the development, management and implementation of the two programmes
- indicate problems and how they were dealt with
- record interim and final results
Focus areas
The evaluation of the programmes focuses on their:
- effectiveness
- policy relevance
- efficiency
Although the evaluation will look back at the implementation of NPT and NICHE, the report will also provide important input for a forward-looking process that wil result in the design of a future post-secondary education cooperation programme.
Ramboll
DSO has contracted Ramboll Management Consulting to conduct the external evaluation. The evaluation started in October 2011 and should be completed in May 2012.
Interview sessions
As part of the evaluation Ramboll's evaluators will contact partner organisations for interviews and/or surveys. They will also visit a the following countries:
- Benin
- Ethiopia
- Guatemala
- Rwanda
- South Africa
- Vietnam
On site, interviews will be held with representatives of the organisations involved in NPT and NICHE activities, Netherlands' embassies, representatives of the labour market and other stakeholders.
