At the spring forum of the newly established EU-China High Level People to People on 18 April in Brussels, the EU and China signed a joined declaration in which they commit to strengthening contacts and exchanges between their peoples in order to deepen understanding and trust. The new EU-China High-Level People-to-People Dialogue represents a 'third pillar' in relations between the EU and China (besides the Economic and Trade and Strategic dialogue).

Tadzhikistan ratified the Lisbon Recognition Convention 28 March, which will enter into force in 1 May.

US spending on research increased over the time period 2009-2010. According to data collected by the National Science Foundation (NSF) Higher Education R&D Survey, the budget was increased with 6,9% to 61,2 billion. The increase is explained as a direct effect of the American Recovery and Reinvestment Act.

In Taiwan for the first time in history, more women (57,2%) than men (53,3%) completed post secondary education. In postgraduate education attainment rate men still lead.
