Approaching fragile states from a complexity perspective by Frauke de Weijer
Fragility, as a concept that refers to weak institutional capacity, poor governance, political instability, and frequently conflict, has moved up the international agenda in recent years. As none of the ‘fragile states’ have reached any of the MDGs, these are typically the countries where developmental progress has shown persistent weakness or failure.

Geographical Distribution of Financial Flows to Developing Countries 2012. Disbursements, Commitments, Country Indicators.
This publication provides comprehensive data on the volume, origin and types of aid and other resource flows to around 150 developing countries. The data show each country's intake of official development assistance and well as other official and private funds from members of the Development Assistance Committee of the OECD, multilateral agencies and other key donors. Key development indicators are given for reference.

This working paper is the first empirical assessment of M&E frameworks used by development co-operation agencies for projects and programmes with adaptation-specific or adaptation-related components. It has analysed 106 project documents across six bilateral development agencies.

Promoting Inclusive Growth, 2012
This volume includes the proceedings of a conference co-hosted by the OECD and the World Bank that took place in Paris on 24-25 March 2011. The conference provided an opportunity for policymakers, academics, practitioners and members of civil society to discuss policy options for making growth more inclusive. Policy issues highlighted: financial development, social policies, innovation, regulation and political economy issues.

Self-evaluation of the Independent Evaluation Group

Are Countries' Investments in Tertiary Education Making a Difference? Report No. 53, South Asia Human Development Sector, February 2012
This paper is exploring the impact of various measures of spending on a range of outcomes of tertiary education, using cross-country comparisons. It finds that public expenditures are only loosely linked with outcomes in terms of access and participation, but that they are positively associated with proxies of quality. This exploratory research shows very different patterns for the group of high-income countries and less developed countries.
