Development Cooperation

Nuffic was founded to contribute to the strengthening of higher education in developing countries. More than fifty years later, there are still many valid reasons for Nuffic to focus on capacity building in the higher education sector.

It is in the interest of all – countries in the global North as well as in the South – to strengthen the knowledge infrastructure and capacity in developing countries and link them to global and regional knowledge networks. International cooperation in education and research can contribute to the sustainable development of the globe as a whole.

However, in order to be effective, international cooperation needs to meet certain conditions. Institutions and staff members involved in cooperation need to have sufficient expertise about their counterparts and the countries and regions they operate in and need to be able to cope with the differences in systems, ideas and cultures. There is no one-size-fits-all solution to higher education development in different countries.

In collaborating with developing countries, one also needs expertise about the modes and instruments of cooperation and the way in which they can best be adapted to local circumstances. In addition, there also needs to be a certain level of coordination between the various international actors involved in development cooperation. Only by adapting cooperation strategies to local contexts and by coordinating the various international collaboration initiatives can cooperation become efficient and effective.

This dossier focuses on both the international field of development cooperation – its different actors and instruments – and on the local educational context in a wide range of developing countries.
