Local government funding in Neso countries
Many local governments in Neso countries prioritise cooperation in international higher education. For example, they may provide funding for international higher education partnership projects. The Nuffic Nesos can provide further information on the options for local funding.
Indonesia
- Annual co-shared PhD 50 scholarships between Indonesia and the Netherlands
Have you enrolled – or does your Indonesian partner institution know of – an outstanding Indonesian Master’s student that would like to take a PhD? Nominate him/her for a co-shared PhD scholarship.
The Indonesian government will finance the first three years of the student’s PhD course in the Netherlands.

- The co-shared Joint Research Programme
Dutch and Indonesian higher education institutions that preferably have already established an institutional partnership in the form of a MoU can submit a joint research proposal to the Indonesian Ministry of National Education.

Brazil
Science without Borders is a large-scale grant programme created and financed by the Brazilian government. Various Dutch institutions have already applied the programme in a targeted effort to promote student mobility by admitting students from Brazilian partners to study programmes in the Netherlands.

Thailand
The DUO Thailand programme is aimed at increasing student mobility between Thailand and the ASEM member states in Europe.
The programme was set up in 2006 and 280 students have since received financial support. The programme is sponsored by the Office of the Higher Education Commission (OHEC) of the Thai Ministry of Education.

Vietnam
The Vietnamese government provides grants in order to retrain and prepare employees for a changing labour market. It also offers a wide range of grants for the retraining of academic staff at higher education institutions. Examples include:
- the Mekong 1,000 programme
- the East Central Vietnam Programme
- the 322 Programme and 911 Programme (in Vietnamese)
- the Da Nang Programme
- the Tra Vinh Programme
- the Hai Phiong Programme
- the 165 programme
Institutions seeking to apply these grants in order to develop mobility programmes in collaboration with Vietnamese higher education institutions would do well to establish close ties with the local organisations and government bodies that administer the funds.
