NCP declaration
The National Contact Point (NCP) in the Netherlands can issue an NCP declaration.
Professions for which the declaration is issued
An NCP declaration can essentially be provided for all regulated professions, with the exception of the following:
- Doctor, dentist, pharmacist, nurse, obstetrician, physiotherapist, healthcare psychologist, psychotherapist: contact the BIG Register.
- Veterinary surgeon: contact the Food and Consumer Product Safety Authority (VWA).
- Architect: contact Stichting Bureau Architectenregister (SBA).
- Teacher: for a free teaching qualification certificate, contact Dienst Uitvoering Onderwijs (DUO).
What an NCP declaration is
You can apply for a free NCP declaration if you are moving to an EU member state with the intention of practising a regulated (protected) profession in that country. The declaration states that the profession is regulated in the Netherlands and/or the EU member state in question and specifies the applicable EU regulations. The NCP declaration is issued in English.

What an NCP declaration is not
The NCP declaration does not represent a substantive evaluation of your diploma. If you want a substantive evaluation, you should apply for a diploma description. Nor does the NCP translate documents. You can have any translations required carried out by a sworn translator. The NCP does not issue any declarations for educational programmes completed at senior secondary vocational education (MBO) level. For declarations relating to MBO programmes, contact SBB, the Foundation for Cooperation on Vocational Education, Training and the Labour Market.
Applying for an NCP declaration
Using an online application form, you can submit the application by email. You can also download the application form as a Word file and send it by post after completion. Processing time is four weeks. Information about the documents required is provided in the application form. The declaration is issued and sent to you by post free of charge.
