About the EAR HEI project
The European Area of Recognition - Higher Education Institutions (EAR HEI) project aims to assist higher education institutions in practicing fair recognition, by developing a user-friendly hands-on manual including standards and guidelines on recognition of foreign qualifications.
The project is a follow up of the European Area of Recognition (EAR) manual, published in 2012 in order to streamline recognition practices on the level of the ENIC-NARIC networks (the national recognition information centres). This EAR manual is not just another manual. The recommendations of the manual are based on the Lisbon Recognition Convention and additional work (such as studies and projects), and were formulated in close cooperation with the ENIC-NARIC networks. As such they provide a standard for what is considered fair recognition in the European region.
Moreover, the use of the EAR manual is recommended by the Ministers of Higher Education of the European Higher Education Area (EHEA) in the latest Bologna Bucharest Communiqué (April 2012).
Most recognition decisions are made in higher education institutions. Therefore the EAR HEI project aims to take the EAR recommendations further by developing a guide that is especially geared towards the reality of higher education institutions. The EAR HEI manual will be published at the end of 2013.
About the test phase
When producing a recognition manual for higher education institutions the actual involvement of higher education institutions is of course essential. Therefore two consultations are included in the EAR HEI project. For the first (held spring 2012) we received over 450 responses, on the basis of which we wrote the first draft of the manual. The project now aims to test this first draft among higher education institutions.
The test phase to test the first draft takes place from 13 March-19 April. It consist of an open online consultation to collect feedback from admissions officers and other recognition experts on the new included chapters, as well a closed test phase in which admissions officers from selected institutions test the complete manual.

We hope as many admissions officers and recognition experts as possible will take part in the online test phase, which enables us to make a manual that is as useful as possible for the end users.
Project team
The project team consists of the NARICs from Poland, France, Lithuania, Ireland, Denmark, Latvia and the Netherlands (coordinator), the President of the LRC Convention, the president of the ENIC network, the special advisor from USNEI, the European University Association (EUA), the Hochschulrektorenkonferenz (HRK), Tuning Educational Structures, and the European Student Union (ESU).
