EAR recognition manual
Nuffic coordinated the international European Area of Recognition (EAR) project, which was financed by the European Commission.
Within the European region, the Lisbon Recognition Convention provides the international legal framework for recognition. However, the text of this convention allows for several interpretations, leading to differing practices in the field of recognition.
The EAR manual is a practical manual containing standards and guidelines on all aspects of the international recognition of qualifications. The manual is primarily intended for recognition offices in the European region, to improve and streamline recognition practice.
In April 2012, the manual was included as a recommendation in the EHEA’s
Bucharest Ministerial Communiqué 2012. This document lists the most important milestones that have been reached in the implementation of the European Higher Education Area since the previous ministerial conference, and sets targets for the coming three years.
Through the Bucharest Communiqué, the ministers of education have committed themselves to promoting the EAR manual, representing a great step forward in the adoption of the EAR manual by ENIC-NARIC centres.

CoRe: A manual for writing degree profiles
Nuffic coordinated the CoRe (Competences in Education and Recognition) project, which was financed by the European Commission. During the first stage of the project, descriptions of competences and learning outcomes were analysed from a recognition point of view. The results showed large varieties in the kind of information that was mentioned, and how this information was presented.
During the second stage of the project a manual was developed that provides higher education institutions with practical information on how to describe learning outcomes and competences of their curricula in 'degree profiles'. A uniform use of the degree profile will result in more transparency and easier comparing of diplomas.
The extra information that is included in the degree profile is valuable for credential evaluators as well as employers, who will get much more information about what the graduate is actually capable of. Students will also benefit: the degree profiles are a great help in comparing programmes.

Advice on setting up an ENIC-NARIC office
As a leading ENIC-NARIC (information network on recognition) in Europe, Nuffic’s International Recognition Department has provided assistance to colleagues in the field who are in the process of establishing an ENIC-NARIC office in their own country.
