Yemen
The NICHE identification process in Yemen has resulted in the selection of three sectors: education, health and water and a number of cross-cutting themes (gender, labour market and good governance). The identification process took place in two stages. In October 2009 a desk study of policy documents was conducted and the Netherlands’ Embassy, the Ministries concerned and a number of donors were consulted. This led to the selection of several focus sectors and priority areas and the drafting of the Programme Outline.
During a second mission to Yemen, in December 2009, the Programme Outline was finalised and potential requesting organizations were briefed.
Benchmarking
The needs analysis and discussions with stakeholders have resulted in the formulation of a set of objectives and outcomes of NICHE interventions. The identified NICHE projects will contribute to the realisation of these objectives.
At the same time the analysis has provided information that describes the present situation in the areas of intervention in terms of (education and training) capacity needs. This is the benchmark used to measure progress.
Three key-objectives
NICHE interventions in Yemen will focus on:
- strengthening education and training capacity;
- improving the living conditions of women and girls (gender);
- linking education and training to the labour market.
Sectors and themes
The NICHE programme in Yemen will be implemented in three sectors: education, health and water.
Education
In the education sector, the following four themes will be addressed:
- Reform of the Ministry of Higher Educational and Scientific Research
- Technical and Vocational Education and Training (TVET) with a focus on professional bachelors and quality assurance
- Technical Teacher Training (TTT)
- Teacher training for basic education and accreditation
Health
In the health sector, the following two themes will be addressed:
- Health management
- Paramedical studies in higher education institutions for health science
Water
In the water sector, the following two themes will be addressed:
- Research capacity
- Water saving technologies and food security
Cross-cutting themes
Within the above sectors and themes, the following three cross-cutting themes will receive special attention:
- Gender
- Labour market
- Good governance
