Project description
The overall objective of this project is to strengthen the capacity of UMI and regulatory bodies to contribute towards improved management and accountability in primary schools and BTVET institutions in Uganda.
In 1997, Uganda’s Ministry of Education and Sports (MOES) launched Universal Primary Education (UPE). Enrolments subsequently increased dramatically, particularly among girls. However, this increase has led to challenges regarding quality.
Despite enormous investments, learning outcomes remain low. Some of the key challenges in enhancing the quality of education include strengthening stakeholder accountability with a focus on school management, inspection, as well community and parent involvement.
While it is MOES' mission 'to support, guide, coordinate, regulate and promote quality education', Uganda’s National Development Plan focuses on 'growth, employment and prosperity for social transformation'. BTVET is crucial in the context of increasing institutional capacity for skills development. The Government of Uganda therefore recently started a reform process to establish coherent governance, increased funding and enhanced social demand for BTVET programmes.
The project intends to address these challenges with two specific objectives:
- To develop the capacity of UMI through staff training, curriculum development and improvement of facilities for sustainable delivery of comprehensive and relevant training programmes in educational management, accountability and supervision.
- To pilot the developed training programmes at all levels, including MOES (DES, TED, BED), District/Municipal Education Officers, District/Municipal Inspectors of Schools, Head Teachers and their deputies, and BTVET school managers, in the pilot districts of the QEI and PRDP.
At the same time, the project intends to mainstream gender in the training to be developed as well as train a gender balanced number of MOES staff, officers, inspectors, head teachers and school managers in the pilot districts to respond to the needs of the Education sector.
