Project description
This project aims to strengthen the capacity of the Faculty of Public Administration and Management (FPAM) of Mzumbe University to support LGAs in the areas of leadership, organisational and human resource development in the light of LGRP II.
Mzumbe University is a public university. Its main campus is located near Morogoro and it has two small campuses in Dar es Salaam and Mbeya. FPAM specialises in human resource management, local government management and public administration.
Currently, the Government of Tanzania is implementing the second phase of the Local Government Reform Programme (LGRP II), which focuses on the following five key areas of capacity building:

leadership and management development in Local Government Authorities (LGAs);

organisational and human resource development;

financial management systems;

planning, monitoring and evaluation;

ICT applications in LGAs.
At the end of LGRP II the reform is expected to have made progress towards "effective and empowered LGAs as primary and accountable lead actors of socio-economic development, public service delivery and poverty reduction in their areas of jurisdiction".
However, local governance is facing a number of development challenges in relation to the implementation of the decentralization policy. The performance evaluation of LGRP I has revealed a number of challenges which need to be addressed by LGRP II. Inadequate capacity building for council staff will need to be tackled by addressing the leadership, organization and human resource management.
Furthermore, university education needs to be aligned with labour market demands and gender mainstreaming among staff and management of LGAs needs to be addressed.
