This project has been developed by the Ministry of Animal Resources and Fisheries (MARF) of South Sudan, together with its affiliate Marial Lou Livestock Training Centre. The tender for this project expired on 21 April 2011. Nuffic has awarded this tender to CINOP, which has formed a consortium with PTC+ and the AOC Council.

Project description

South Sudan's agriculture and livestock sector is affected by:

  • weak enabling policy frameworks;
  • extremely low production and productivity;
  • high food and income insecurity;
  • weak extension services and training capacity;
  • low skills and a small knowledge base.

The livestock sector, including the poultry sub-sector, is still underdeveloped. This situation is exacerbated by the limited capacities within MARF which have made it difficult for the government to provide policies and legal and regulatory frameworks. These are needed to revitalise and commercialise the sector.

Marial Lou Livestock Training Centre (MLLTC) is presently one of the two training centres in the country affiliated to MARF. The two centres operate below capacity. The livestock sector needs a considerable number of trained agriculture sector staff (ranging from middle to the lowest levels).

The knowledge base of livestock production and management must be completely rebuilt and modernised as it has been eroded by decades of war during which many people had to flee the country.

This project targets both MARF and MLLTC and aims to strengthen their capacity to enable effective livestock extension training contributing to improved livestock management and production in South Sudan.

Support to MARF will focus on advising and training MARF on policies development and implementation for a comprehensive TVET in livestock, emphasising extension.

The project will further concentrate on developing MLLTC's capacity to become a full-fledged livestock training centre able to train the middle to lower levels livestock personnel currently needed by the sector. Specific emphasis will be put on extension workers and attention should also be paid to poultry.
