This training has been developed by the National University of Rwanda (NUR). The tender for this project expired on 15 March 2010. Nuffic has awarded this tender to the Development Research Institute (IVO) of Tilburg University. 

The National University of Rwanda (NUR) is Rwanda’s largest public institution. It caters for about half of the students enrolled in all public institutions. NUR offers a range of bachelor and master programmes and is currently developing PhD programmes.

NUR wants to become financially sustainability and independent. As the government is unable to support universities on the current scale, NUR is trying to diversify its income base and generate more external funding.

Project description

In order to improve its management of public and external funds, NUR aims to harmonise its costing system. Currently, most programmes and services are run on cost estimates and do not reflect the real operating costs.

Streamlining the costing process into an organised and efficient procedure will enable NUR to spend its funds more appropriately and to develop a comprehensive, realistic fee structure for courses and services.

This training builds on an NPT project which resulted in the establishment of a programme management unit and in the development of a manual for financial management procedures.

The remaining challenge is now to analyse direct and indirect costs in relation to available income. The project will focus on the basic components of costing and how this can be applied in the concrete context of NUR’s operations.

It will provide assistance to decision-makers at the central level and at Faculties, Schools, Departments and Centres in identifying their own needs and setting proper plans, budgets and schedules for all their activities.
