The NICHE identification process in Rwanda has resulted in the selection of three sectors: Justice, Economic Growth and Private Sector Development and Regional Natural Resource-Based Development. Rwanda and NPT

The NICHE Programme is an evolution of an earlier Programme for post secondary education and training, NPT, in which Rwanda is a partner, and through which capacity strengthening has and is being made in the priority sectors of Justice and Rural Economic Transformation.

Consolidation of achievements

The Government of Rwanda (GoR) and the EKN have agreed to continue strengthening capacity in the priority sector of Justice. Strong NPT achievements within Rural Economic Transformation will be further consolidated through a focus on the priority sector of Regional Natural Resource-Based Development. In addition, support to Economic Growth and Private Sector Development is to be provided by developing capacity in Technical & Vocational Education and Training (TVET) with Tourism & Hospitality and Agriculture as focus areas.

Priority sectors and focal areas

Within the three selected sectors, the NICHE programme will focus on the following specific areas:

Justice

To support the ongoing reform in the justice sector, NICHE will further develop the capacity of institutions of higher education teaching Law. The objective will be to improve the relevance and quality of study programmes and offer more effective consultancy/outreach services, in particular those dealing with gender disparities, within the current legal system.

Economic Growth and Private Sector Development

The lack of skilled labour in Rwanda is a major impediment to private sector development as a growth engine. Increasing capacity within TVET is seen as a means to fill what is known as Rwanda’s human resource 'missing middle'. NICHE will focus on TVET at the systemic and A1/polytechnic level in order to:

  • provide institutional support to WDA and support to the development and establishment of an integrated TVET system;
  • contribute to capacity development, specifically within Hospitality and Tourism education and training, and within Agriculture. 

Regional Natural Resource-Based Development

As part of broader initiatives within the Great Lakes region aimed at livelihood development, poverty alleviation and stability, NICHE will: 

  • consolidate selected higher education areas related to environmental management;
  • help develop Conservation as a complement to Tourism TVET capacity building.
