This project has been developed by the Ministry of Education/Directorate for the Coordination of Higher Education (MINED/DICES). The tender for this project expired on 8 November 2010. Nuffic has awarded this tender to CHEPS - University of Twente, which has formed a consortium with UCI Radboud University and ISAP (Mozambique).

Project description

This project will focus on building the capacity at the level of the Ministry of Education, and DICES in particular, to conclude the Higher Education reforms.

The overall objective of the project is to structurally improve governance and supply, in line with the National Higher Education Strategic Objectives, by strengthening the capacity of DICES and by establishing gender-balanced mechanisms for sector-wide policy development.

The project is expected to produce the following results:

  • the introduction of regulations regarding the implementation of the Higher Education Law;
  • the establishment of a nationwide Higher Education Management System;
  • the establishment of a reformed Higher Education Finance system;
  • the establishment of a National Qualifications and Credit Accumulation Transfer System;
  • a 'training the trainers' strategy based on accelerated graduate, postgraduate and doctoral courses.
