Project description
The training efforts will be a multi-year activity which will be initiated through a kick-off meeting and three training workshops, made possible by this NICHE project. Training will be initiated by the office of the Vice-Minister for Higher Education along with CNAQ.
The design of the training programme takes the geographical distribution of the Higher Education Institutions into account. This ensures that provincial institutions or faculties are fully integrated in the system and that they will be able to achieve the same standards as the ones in the capital.
This is an important pillar for the success of the Government strategy of spreading higher education geographically in order to achieve greater equity of access and quality.
Rapid expansion
The rapid expansion of Higher Education supply in Mozambique is a consequence of the government's decision to open up the sector for private providers and to the successful implementation of the Strategic Plan for Higher Education in Mozambique.
The current Strategic Plan (PEES 2000-2010) aims to strengthen governance at the ministerial level, to strengthen supply at the institutional level and to strengthen demand among the population. The Government has developed clear-cut strategies in these three areas and is currently looking for donor support in the area of quality assurance.
The introduction of a national quality assurance mechanism will enable the Government to further strengthen governance and to regulate the law on Higher Education. This will guarantee the quality of higher education in the face of its rapid expansion, diversification, and geographical spread.
The establishment of the CNAQ (National Council for Accreditation and Quality Assurance), almost two years ago, seems to be the right answer to this challenge.
In order to strengthen the CNAQ, the Government of Mozambique is putting emphasis on a participatory and developmental approach in the incremental introduction of the quality assurance system together with emphasis on simplicity and sustainability.
