Indonesia

The NICHE identification process in Indonesia has resulted in the selection of two focus sectors: Economics & Investment Climate and Good Governance. Dutch (development) cooperation with Indonesia is evolving into a broad-based relationship targeting some of the MDGs which have not yet been achieved, and extending bilateral relations. Through its Multi Annual Strategic Plan (MASP) 2008-2011 the Netherlands Embassy aims to achieve the following strategic results:

  • improved democracy, stability, human rights and governance, resulting in an equitable and secure society;
  • improved economic governance, resulting in sustainable economic growth and a just distribution of growth among society, to rapidly reduce poverty;
  • improved environment and climate policy and implementation, resulting in an increase of renewable energy, sustainable management of natural resources, and mitigation and adaptation;
  • broad-based bilateral relations through the ‘Comprehensive Partnership Framework’.

 
Within the framework of these objectives the Netherlands Embassy supports programmes in the fields of good governance, investment climate, education, water management, water supply and sanitation, environment and sustainable energy. Gender is mainstreamed in all programmes. These are nationwide programmes with a regional focus on Kalimantan, Aceh, Maluku, and Papua.

NICHE framework

The two countries have signed a number of MoUs, which make up the framework in which NICHE operates. In addition, NICHE will contribute to activities linked to a number of Netherlands-funded (Multi Donor) Trust Funds and other development programmes.

This is a change from NPT, which focused more on higher education priorities in selected sectors and on attaining autonomy for higher education institutes.

NICHE projects will concentrate on MASP priority areas and complement existing bilateral collaborations. A number of NPT projects requiring a follow-up will be continued under NICHE. NICHE and StuNed, the Study in the Netherlands programme, will complement each other with StuNed possibly providing scholarships and Tailor Made Training for selected organizations.

Focus areas

The NICHE programme will focus on the following aspects:

  • improvement of the relevance of post-secondary education and training in strategic areas related to broadening Dutch Indonesian collaboration;
  • transfer of Dutch specialized knowledge and experience related to bilateral cooperation sectors and themes;
  • delivering capacity development geared towards the requirements of the labour market in selected disciplines enabling the participating institutions to deliver graduates who have the required knowledge, attitude and skills.

Sectors and themes

In consultation with the Netherlands Embassy and the Indonesian government, it has been agreed that NICHE will support projects in a number of themes in the following two sectors:

Economics & investment climate

Within this sector the following focus themes have been selected: logistics, water management & sanitation, transport, statistics, and agribusiness.

Good governance

Within this sector the following focus themes have been selected: the Ministry of Law, civil servants, universities in Eastern Indonesia, and the Indonesian National Police.

Continuity

NICHE will address the requirements of NPT projects which require follow up. In addition, the following two NPT projects are carried over into the NICHE programme:

  • a project on certification of vocational education and training
  • a project on enterprise development in Eastern Indonesia
