Mr Joep Houterman
Joep Houterman (1962) was appointed Director of Programme Management in 2007. He is responsible for grant programmes managed by Nuffic.
In this position, he also works as Director of the Netherlands National Agency for the Lifelong Learning Programme. This European Commission programme supports international mobility and cooperation in education. Joep Houterman joined Nuffic in 2003 as Head of Cooperation Programmes.
He started his career working as a lecturer on agriculture in higher professional education. He was subsequently appointed bilateral assistant expert for the Dutch Ministry of Foreign Affairs in development projects for animal husbandry in Sri Lanka and Tanzania. From 1994, he held various managerial positions with the Stoas Group in Wageningen. For example, he was responsible for the business unit that focused on the development of agricultural knowledge systems in Central and Eastern Europe on behalf of the Dutch government, the World Bank and the European Commission. He was also active as interim manager in higher professional education.
Joep Houterman graduated from Wageningen University in 1987, with tropical animal husbandry as his major subject. Later on in his career, he took part in the International Executive Programme of the INSEAD business school in Fontainebleau. He also took part in the National Comenius Course, an executive programme on vision and strategy development at Groningen University.
Joep Houterman is chair of the Supervisory Board of Heifer Nederland, a foundation that works towards the economic development of small farmers in developing countries. He is also chair of the Supervisory Board of Idealis, a student housing corporation in Wageningen.
