Code of Conduct
The 'Code of conduct with respect to international students in Dutch higher education' (Code of Conduct) guarantees the quality of higher education provided to international students.
Only students who enrol at an education institution which has signed the Code are eligible for a study visa. The Code of Conduct puts the institutions under a number of obligations in their dealings with international students.

Services provided by Nuffic to signatories of the Code
Nuffic has made compliance with the Code of Conduct a condition for the provision of its services to institutions. The following services are exclusively available to institutions which have signed the Code of Conduct:
- Huygens Scholarship Programme;
- Nuffic Neso services;
- generic promotion of Dutch higher education (Study in Holland);
- NFP and other development cooperation programmes;
- Mobstacles services.
Registration authority and complaints
DUO is the body responsible for maintaining the register. A list of institutions which have signed the Code of Conduct is available on the website www.internationalstudy.nl. The official text of the Code is also available on the site.
DUO is also home to the secretariat of the independent national committee representing stakeholders in the Code of Conduct. Institutions with complaints concerning ongoing or repeated breaches of the terms of the Code should contact the secretariat.
